That's not necessarily true. In StarCraft 2 Terrans counter Ultralisks with either Marauders or Siege Tanks, but neither a Marauder nor a Siege Tank can take an Ultralisk one-on-one. AV should be cost-effective against vehicles, but they shouldn't...

Depends on the weapon. AR, near as I can tell, does the same damage to shields and armor, but lasers to significantly more to shields than armor and the mass driver does just the opposite.
