I used it on my Commando a while before I discovered the Laser Rifle. Ran RR with shotty in 1.7, honestly an OP fit. Killed everything in sight with the RR and if scouts or heavies got too close just simply go bam!

There is no "connection" with the EVE Universe, besides being able to call in Orbitals in PC and FW. Heck, there isn't any story or lore in DUST 514. Save the attempt to connect with EVE for another game, like Legion if that is still a thing.
