Honestly they're all good. I'd say the MinAssault has a slight edge right now though. The slot layout and Speed/HP ratio makes that suit super versatile. And the bonus affects SMGs, which helps when you want to use support weapons.

There is no reason to use a regular shotgun instead now that ISK prices are the same. Also, no other Specialist weapons exist on the normal market. Loyalty stores are fine. All other Specialists Weapons are either Salvage or FW Gear...
