My only guess why the uplinks start at higher spawn times then go down is that they too are suffering from the bugged bonuses running rampant. That is to say, many bonuses (mainly suit bonuses, I believe) are not being applied until a few seconds ...

The rail rifle SHOUDLN'T have both. The way it should work is that the shorter the range, the higher the DPS (with a few high alpha damage exceptions, I suppose). High range = Lower DPS. CCP just can't seem to understand it.
