Had a situation with 2 assholes putting in a concerted effort chasing me around a box in an Ambush. They shot me a few times, but I was able to outmaneuver them and separate enough distance to turn around and finish them with the sniper rifle.
In all this, my cloak did not fail, and I am wonderously happy about that. Please dont let our cloaks break if we get shot. |

Yeah, the duration and cooling across the cloak fields doesnt make much sense to me. The basic cloak seems to be the most efficient. |

I've been toying around with the cloak lately to see why it's all the rage and I've noticed that the only real problem, as stated by others, is that you can shoot far too quickly after decloaking.
I can switch to my shotgun and blast someone in the face while I'm still cloaked. Sure, switching to a weapon turns off the cloak but it doesn't really make any difference when I can get a fatal shot out before the decloaking animation is even finished.
A delay between deactivation and shooting is all that I think is needed. However, I rarely use the cloak anyway, so I don't really care what happens to it. If anything, at all. |

What about a flux variant that does little or no shield damage but disables cloaks, destroys equipment and goes through walls? Possibly with a larger area.
Main purpose here to is clear those stupid rooms full of a bazillion pieces of equipment. Normal fluxs never manage it probably due to obstacles and uneven terrain. The cloak thing would be an extra bonus that fits with the EMP theme. |

Translation in English: I was outnumbered two to one, at a rather short distance. Since I had a sniper rifle, and they had successfully snuck up on me, to where we were running around a box, and I deserved to die. I was completely outclassed and should have died. I started praying to the Amarrian God to have mercy on my soul, but then I pushed my magic button. Obviously, the magic button rarely fails, and while they were able to get a few hits on me, my magic button kept me safe. Before long I was able to get far enough away, which not only took a kill away from their team, but also gave my team two kills while giving their team two deaths.
As my case shows, the magic button is working as intended, and should not be changed in any way, otherwise it will become less magical. |

the time duration is too short, on a basic cloaking device at least. the proto is pretty good, the advanced is... meh.
but i can hardly SPRINT 200M before the standard one has to cool down. in order to have a good amount of invisible time with the basic one, youliterally have to be at your destination and then you have to hide, activate the cloak, ect.

Cloaks are very fun and interesting, but there are some scenarios where they can be very unbalanced. My 2 ISK on bringing them into balance: (Keep in mind, I am a hardcore Scout who loves the Cloak.)
- I really, really disagree with Cloaks decreasing scan profile when active. I was expecting Active Scanners to be the counter to Cloaks. As it stands now, there is no counter to these things. I'd say the law of fits should apply: to be awesome in one area means sacrificing in another. To obtain complete invisibility, one should have to make a sacrifice to the fit by having to burn a Low or two on Dampeners.
- A slightly increased delay before being able to attack would help ease issues.
- Perhaps also a small amount of cloak power being consumed by activating cloak; thus hindering people who flicker in and out of cloak super quickly. This isn't bad in and of itself, but it's a big part of how a single Scout is now able to shred an entire squad with little risk of becoming vulnerable by running out of cloak.
- I would also be fine with being hit causing the Cloak to shimmer. Other games have used this to help provide a counter to cloaks, and it helps enable the Cat and Mouse game that Cloaks should provide.
What won't work:
Increasing CPU/PG costs of Cloak. While on first pass this seems like it'll open up the balance via fitting sacrifices; the fact is that a competent Scout can do tons of damage with a Basic Cloak on an Advanced or Proto suit.

Everything that is OP is "effective"......I can't believe that you can agree with the fact that you can kill someone before the decloaking animation is finished.
@ CCP, if you are not aware of this exploit, I will try and get a video of it. Scouts are able to kill you with a shotty before they fully decloak. It is probably the other big issue besides remaining cloaked while taking damage.

Why are they able to kill you if you have the drop on them? Sentinels I can understand because of the ridiculously high Hp, but any other suit, should be dead before you have to reload. And scouts have similar fittings to assaults/logis, so they should be (and are able to) get very similar HP.
Also, what possible tactic could counter "alpha-cloaks"? |

You're not supposed to counter alpha-cloaks. They have successfully "snuck up on you and you deserve to die".
Funny how that works huh?
More or less it's panicky situations where I stop sniping to try and move somewhere to prevent someone from doing a hack if im the only one in the area. I'll sneak up and open up on them with the magsec. No good. Not enough alpha. Got dropped on my face. Now im running up on them and putting 2 sniper rounds in the back at point blank, and trying to finish them off with magsec fire.
Doesn't work on heavies though. Two proto sniper rounds in the head. 3rd round into the body since they start moving, and half a clip from the magsec, before they turn and replace my intestines with lead. lol |

Scouts simply shouldn't be "tanked".
The only remedy I can think of, is to give complex shield extenders and complex armor plates a scan profile penalty. If the scouts want to tank AND run a cloak, raise their scan profile exponentially, to the point where the cloak doesn't help them.
Be stealthy or gtfo.
Otherwise, nothing is wrong with the cloak or mechanics itself.
People respect a scout that can kill them, but it's not fair if they can't see the scout AND it can tank as good as them. |

Thing though is there are counters to snipers and tanks (Okay, AV-imbalance issue, but still.). There is very little you can do to counter Cloaked Scouts. There is no anti-cloak fit. The Active Scanner should be a valid counter, but the Cloak makes you invisible to scanners as well as eyes.
Remove the Scan Profile reduction from the Cloak. Make it so complete stealth requires becoming squishy/slow by sacrificing a Low or two to Dampeners.

I'm proto scout as well. Everybody is your mongoose. If the scouts are putting on cloaks and dampeners, then everyone else needs to compensate with scanners and devices. The counters are in the game people are just too lazy to use them. The cloak would be useless if scanners revealed you. Especially a basic scanner. I have a focused scanner on my cal scout, and I detect other scouts just fine. They eat a sniper rifle shot shortly afterwards. What is being felt is that everyone is feeling their due fear now, the playing field is a lot closer to being balanced. Heavies are to be feared with how diehard they are, and now scouts, the runts, are feared because they keep us on our toes. This once belonged to just a handful of scouts with shotguns. Now no one is to be taken lightly. Again, the only thing I would do is add a penalty to complex shield extenders and armor plates. COMPLEX-only, because those are the ones making the scouts durable. |

To clarify, I don't mean Scouts should be picked up on Passive scanners, I am only referring to the Active scanners here. Moreover, I'm mainly thinking about the Advanced and Proto tiers of Active scanners. If the stealthiest characters in the game were picked up on Basic gear then what's the point of going Proto?
Jathniel wrote: I have a focused scanner on my cal scout, and I detect other scouts just fine. Really? I made a Gal Logi with Proto 20db scanners just to counter Cloaks and have been unable to reveal anything. Perhaps the Proto scanners will reveal Scouts, and I'm just doing it wrong. Guess some in-game testing is in order.
Now, I'm not dismissing all other solutions people have put forward for balancing Cloaks. As you can see from a post I made earlier in this thread, I feel a multi-faceted approach is best.
Also, to make a particular point:
Jathniel wrote:Again, the only thing I would do is add a profile penalty to complex shield extenders and armor plates. COMPLEX-only, because those are the ones making the scouts durable. If they want to tank up, you get to see them coming. I feel what you suggested here is viable too. The idea that you and others have put forward about greater hindrances to the Light suit for "brick-tanking" has potential as well.
All that said though, I'm still concerned about the lack of a counter to Cloaks at a fitting level. If the enemy is spamming tanks you can swap to an AV fit. If the enemy has troublesome snipers, there are counter-sniping fits. There is no Anti-Cloak fit.
Now the absence of a specific counter fit isn't necessarily unbalanced; perhaps the counter is found at the gameplay level. Like, the counter to Heavies is to focus-fire on them or their Logi. Counter to Assault is to just out death-match them. Perhaps a counter to Cloaked Scouts can be discovered at the gameplay level too.
But in the absence of proactive Scout hunting measures (damage doesn't reveal them, fluxes don't reveal them, Proto Scanners don't reveal them,...) the only counter is reactive. Wait for the Scout to reveal themselves then counter. In my experience though, when against a talented Scout player, once they've taken the action that reveals themselves, the other player is dead. (Thus unable to counter at the gameplay level.)
We need to either: - Make Cloaks counterable at the gameplay level (increased delay after decloaking before being able to fire, sound on decloak, damage shimmers cloak,...) - Make Cloaks counterable at the fitting level (Proto/Advanced Active Scanners revealing them, Fluxes revealing them,...) Or both.
