The point of Proto scout is to get more CPU & PG, so you can run higher tier equipment. So you can use stuff like proto Weapons and equipment, while still being able to get decent modules. That's about it.

Who knows, the Minmatar assault suit is better for Swarm Launcher fits anyways. You get a fair amount of high slots and extra sidearm ammo.
