It makes sense, though CCP didn't take into account that there isn't a reason to use the CR on Minmatar suits over other suits. So while a Minmatar suit with a CR is good, a CR and any other suit is great. Just my opinion,

It's actually in the best interest of non-scouts for Scouts to be widely used. This is because if there are more scouts, then Active scanners become redundant and people will drop them because a fair percentage of people will be below their radar....

I have fifty-four unused Proto Minmatar Assaults. I have them because because originally the Minmatar Assault was the best Assault suit for wielding the Swarm Launcher. The Swarm Launcher is now useless and so the suit is useless to me to.

Only if my Assault suit can tackle opponents, get on top of their chest and repeatedly punch them in the face. I would also ask for them to be able perform a suicide jump going out of the ring and the ability to do a backward DDT from the top rope.
