Rail is caldari blaster is gal so by default yes the maddy should be better than a gunny if both have blasters. All caldari including dropsuits are meant for medium/long range, the complete opposite of blasters.

Yeah I don't understand why it has a spool.. Look at the Scr that thing has been OP forever and probably does more DMG than the rr at range, the only con of the Scr is if you overheat which really you never should unless you suck and only spam it....
