I was pretty peeved about the Scrambler Pistol nerf, but it all honesty, I'm enjoying the way it is. They didn't just nerf it into oblivion like they did with the Flaylock and actually gave it some nice buffs to equal out to fire rate reduction.

Blaster type weapons, so, assault rifles and the ion pistol only I believe. It's not a horrible bonus if you add in the sharpshooter bonus for both weapons. Your hipfire would be a laser beam of death if you maxed em all out.
