Yes, my Gal Assault needs a rate of fire bonus of 2% per level. That way my Allotek Burst Assault Rifle will have the same RoF as the Boundless Combat Rifle only with more damage. Totes makes up for the +10%/-10% it does vs -5%/+10% projectiles get.
