Found the issue. It appears that the scan range bonus is only applying as a 3% per level instead of 10%. We'll fix this.

We actually put out a change in Hotfix Charlie that should help with this, but it wasn't mentioned in the patch notes due to the nature of the change. Have you tried flying with gunners since then?
