Because titles is something that CCP is actually capable of implementing. Be realistic.

Well with titles there should always be some that fall into archetypal categories.
Category 1: The loyalist
For those in Corps like PIE who are full-on amarrian what smacks loyalty like being a General of the Royal Guard or some such.
Imperial Guard
Black Eagle
Veteran Industrialist
Tribal Warlord
etc.
Category 2: Style of Play
For those who pride themselves on their style of play nothing is more fitting than a title to express that.
Assassin
Enforcer
Rhino
Tank
Category 3: Itimidation
Sometimes being a scourge of the battlefield just isn't enouh, you need people to fear you, just from your dog tags.
Shadow Hunter
Dark Destroyer
The Untouchable
An example would be Assassins Creed Multiplayer, when it comes to that I am always 'The Perfectionist' because I love waiting to get that perfect kill, that when the stars align make you feel so badass, you gloat the player you just killed, right before you stun your pursuer, glorious.
Looks like its back to FPS Military Shooter 56

The main reason would be to reward DUSTers who helped develop the game.
Some titles I'd like to see are:
Templar
Architect
Judge
General
Veteran
Veteran Scrub (this would be mine)
Clone 514
Biomaster
Original Clonster
Big Spender (you know you did)
Legionnaire (don't you think only we DUSTers deserve that title)
Developer
And
Badass Mofo
If Dusters get a Duster only Title it should be something like.

Pure-Blood Mercanary
Past, Present, Future
Till death do we part
Or some equally bad-ass and cryptic title that only Dusters would really understand.
Legionnaires is something you give to Legion open Beta-Testers.

I wouldn't mind Sniper, White Death, White Feather or Death From Afar.
