The standard is set on the other tiers of lowering weapon size or module count. Scout should either loose light weapon and heavy armor or be penalized CPU and PG to make up for the extra strain on the small frame.

If we found a way to eliminate tanked scouts the assaults would have a solid place on the battle field even with the shared scans. I remember someone calling for plates to be a percentage increase rather than X amount. It just doesn't make sense...
