Try Minmatar Scout. You might like it. I run mine with sidearms only a lot and do okay with it. Pistol/Knives and SMG/Knives will be your friend in city maps. I sometimes run CR/Knives too I never really tired the ACR so I can't comment on it.

I like my Min Scout for city maps mainly for places to hide since we're the most squishy out of all the scouts. I do try to play the objective more than just killing everthing. XD I'm not that good at shooting.
