I would guess it has to do with the fact that Forge Guns take so much longer to charge up or some such. They are both kinetic weapons so I'm honestly not sure from a technological standpoint.

^This But if you're asking what order the individual skills are applied they are applied all at once as a single bonus. The bonuses from say Weaponry and a particular proficiency skill are added and the sum is then applied to the base stat.

Something is going on but it's not the old weekly cap. I think the most SP I've gotten from a match since the cap was "reset" was maybe 7k and that was with probably 1500 WP. Things had already started slowing way down by the time I hit 100k.
