i agree competely and what ive suggested is by no means an easy task and also something that would require more maps also which is another task in itself, one probably much more easier achived than a complete rework of district mechanics.

i think the whole way we dustbunnies interact with districts and the mechanics behinde them need to be redesigned so mercs can populate at will any high sec and lowsec districts similar to how pilots have the freedom to change star systems at will...
