You can get your money back for the stolen vehicle, be it ISK or AUR. If ISK, it's taken directly from the guy's wallet who stole your vehicle.
However, you must, after the match, send in a support ticket with the time (EVE time)and the player's name within 24 hours and CCP will be able to refund you for your grief.
How do I know this? My friend who is a dedicated tank driver says he has done this before and CCP has reimbursed him.

Edit: They only do this if you've been griefed by an ally. Vehicles are still fair game to the enemy. may be after 100 tickets ccp will think about making locker on the vehicles. I think they only do this because not many people know. Once the swarms of tickets come in, they'll be bothered to fix this issue...maybe. |

If you want confirmation just send in a ticket to CCP asking if it's true or a ticket the next time your vehicle is stolen. It would be better if a DEV came in here to back me up too. |

You can send in a ticket yourself and ask CCP for all the details, but this is how one of my squadmates says he does it. |
