It can share the same prerequisite as the damage mods. |

You do realize that they won't add, just like vehicle shield resistances? You'll get your 25% from your dropsuit skill, but then the first 20% module will give a 20% reduction to the remaining 75% which will lower it down to 56.25%, then the next 20% will be 20% off that (with a stacking penalty of course), and so on.
Whenever percentages decrease something, they never add up like 25%+25%=50% reduction. |

I don't know about the percentages, but I would love it if one complex mod would equal two full charge shots in a row without overheating.

EDIT: there should be stacking penalties as well. EDIT 2: The high overheat speed of laser and scrambler rifles can make them just not worth it for non-Amarr assault users, they would make them more accessible for other players.
I campaigned for these months ago. I'll dig up the thread if I can, see if it'll have anything useful for you in it. I'd love to see these, especially since Vehicles already have them so we know it's do-able. |

Why should it be a high slot as opposed to low slot?
- Low slot means it doesn't take much energy for it to actually function
