 Why should it be a high slot as opposed to low slot?
 
 
  Low slot means it doesn't take much energy for it to actually function
 I think this was the first thread asking for a heat sink module.

 if it comes with a tad decrease in damage for the weapons as a penalty. then it would be balanced...

 -RoF Increase
 -Range Increase
 -Clip Increase
 -Ammunition Pool Increase

 Add supressor. Lowers the sound volume of the weapon, which is actually quite useful in this game.
 More supressors = less volume

 Low or high? My guess would be low... I was thinking high to keep people from using both damage mods and heat sinks, but I'm not that adamant on the position.

 While 20% would be too much, 10% isn't enough. Why use them over damage mods then?
 
 I think 15% at Complex would be good.
