It may turn into Goonswam and Test, 2 juggernauts holding onto space to a standstill. This might turn in just something to pass the time until CCP releases new content, inwhich case they will call temporary ceasefire so they can quietly explore it.

I apologize if you think I had went back on our agreement. Yes, our plans had changed and we wanted districts in a different location instead. I talked to you about it, you said you'd get back to me. My plan was either 1) you decline to districts elsewhere, and we complete our previous agreement or 2) you agree to districts elsewhere and everyone's happy. shrug I guess we both just assumed things.
