Wouldn't a week be a better time frame in 24 Hours only one person can fight them but in a week 7 challengers can step up and try to knock them down. Whomever can hold the district for a week win the ISK and district.

The thing about the district is just a hypothetical lie I could tell someone in order to convince them to give me 10 million ISK. The 24 hour time frame is only for people to propose a more convincing lie I could use.

I have a great scam that I've been using for ages through corporations but now that direct ISK transfers are available it has been made substantially easier. However, I am not comfortable with releasing this scam to the general public in fear that people will catch on and reduce its effectiveness. Plus I cannot be sure you are going to pay me the ISK upon telling you. So I tell you what, pay me half that up front (5 million ISK), then I'll send you an in-game mail revealing the scam and you can then pay me the other half.
