From my own experience there are definite changes (I have to take a look closer, I didn't notice any stamina nerfs during my games today) but as a scout I think I can adapt to this.
It feels as if I'm moving a bit slower forward, but faster in terms of strafing. My hits usually register which is nice, but I do die more easily to the shots of others.....
I don't know, overall not enough to make me quit the class and start funneling my points somewhere else. I haven't really 'spec'd' into scout suits yet though.... been running dragonfly only since open beta start. Now I've added militia minmitar light frame to the mix. But I feel your pain on the SP invested into the scout dampening, range, precision skills etc.... .and all the engineering/electronics just to fit some standard modules onto my suits with a drop uplink.... sheesh.

BTW yeah im salty since i have my 7.5 mill dumped into scout....Good thing my last mil was spent towards cal logi, and this week is Triple SP week HEHE....
Yeah, I think I can hold on a while longer.
I've melted enough times to duvolles and imperial scrambler rifles w/ damage mods to know I can only take two shots.... I've learned long ago that to be seen = bad. To charge head on = bad. To get hit = bad.
Don't get me wrong, I die.... a lot. But then again, killing a proto scrub who isn't around their teammates for a revive feels oh, so good. So good..... it's worth dying 10 times a match, at 6k a suit....

BTW it might be fun for you, but my scout suit costs 130k ISK, and im not gonna be spending that much cash in something that doesnt work. I prefer using militia tanks than playing proto scout now...
I hear you - if I was running proto it would be a major headache and a bit more stressful.... and I concede that if I was in PC I may need to have a medium build on the side if I couldn't make the scout work effectively in such an environment. But for my playstyle..... scouts all the way.

With a Complex Kinetic Catalyzer, Minmatar proto logi's sprint is equal to scout without it. Plus min logi is able ton++ fit 2 Complex DMs, 2 Complex SEs, Complex Profile Dampener, 2 Complex Ferroscale Plating, Flux grenades (for Remote Explosives), Nanohive, Core Flaylock, and one or two more equipment (i.e. remote explosives or active scanner). It also has the 5hp/s passive rep and hacking bonus. It's scan profile is lower than proto scout's and it has about 250 shields, 305 armor (upgrade skills to 3). Which one does the scout's job better?
I think that the Minmatar logi would give a scout a good run for the money in terms of hacking efficiency. I'd definitely swap out a plate for a stamina mod though, preferably complex as the logi stamina is pretty low and the scout is all about mobility, especially during that initial rush for objectives.
I think I'd get annoyed with the jump height, stamina (which can be overcome with a few stamina modules), lack of a sidearm and bigger hit-box but if I had to choose a medium frame suit for a scout, I'd either go Minnie assault or Minnie logi. probably logi for versatility of EQ and low slots and the hacking bonus.
I'd definitely equip an active scanner as well.
