First, I am REALLY enjoying this update so far. The new ranges really feel good. I only have LV1 commando but it is looking good so far.

The thing that I think you really nailed was the new plates. The deminishing returns for speed penalty really makes tanking the Gallente a breeze, if you know the secret.

I've seen a good deal of QQ about the energizers/Caldari, didn't pay much attention to it though. I think that what people arn't catching on to is that it is not nessesary to skill into them to be able to use them. People are seeing this as a plus for the Cal, but in reality it is really a plus for every race. I use one complex on my Gal pro logi. It really helps helps out alot. 0 PG and boy do I need the PG.

I thought that today i was going to have to come on here and write really angry posts at you guys, but, to my surprise, everything seems to be looking really good so far. Great job CCP.

Me as well I feel mine and everyones anger was justified in 1.0 and 1.1 especially after 1.2 fixed a lot of problems with the game I didn't even know were there. I mean it just had that it doesn't feel right feeling but now things are a lot smoother with the gameplay and that makes me feel good =p.

The presence of ferroscales are factored into the diminishing returns of the vanilla plate' speed penalty.

As it's a bug that benefits armour expect a hotfix within the week. Meanwhile the bug causing shield regen timer not to reset is probably going to be left languishing for a good half-year.

To much to explain and i am feeling lazy today. Play with it. Look at the numbers.

Try this on a Gal pro logi:

 2x basic ferroscale
 2x basic reactive
 1x compelex venilla

You could do a lot more with it than that but I run a lot of high end equipment.

I carry a set of proto triage nanos and gauged nanos.

{edit>>> the first four plate are really there just to take advantage of deminishing returns and because they are very cheep on CPU/PG.

The reason this works well is because of the way the stacking penalty is being applied, the first 2 modules act like stacking 2 modules with a penalty thus reducing the 2% penalty from the reactives and negating the 10% from the Complex. Once CCP realizes this they will obliterate this exploit, although I gotta say it isn't bad at all and I will toy around with it to try and make a build better than this. Unfortunately this only works on a Gallente Logistics (Because of our 5HP/s), so it only makes it slightly better for us not for the other armor tankers.

I don't tink that this is an exploit (and if it is it shouldn't be). I think it is working as intended. Also you can still get some VERY VERY good builds out of this with both the Gal assault proto and adv.

Ferroscale plates have an accidental redeeming factor? Maybe we'll find out reactive plates HP is a multiplier not a a straight HP heal.
If anyone is interested we're talking about all this over in feedback.

Here, I'll give you another tidbit of info to try to help you guys out with your efforts over there.

The deminishing returns work by taking into acount the lowest percentage. My guess is that this is because the speed penalty is a negative effect, where as, some thing like a damage mod would work the opposit way: taking in to account the module with Highest percentage first, resulting in a higher return. For instance:

 Ferroscale plate 1: 100% of 0.0%
 Ferroscale plate 2: 87% of 0.0%
 Reactive plate 1: 57.1% of 2.0%
 Reactive plate 2: 28.3% of 2.0%
 Vanilla plate 1: 10.6% of 10.0%

This is how it is currently working. This seems very well balanced.

The only reason to euip them I can see is to throw in a rep bonus on top of whatever armor your trying to boost, but for the CPU/PG cost and mediocre armor bonus there are better combinations. The ferroscales need to be somewhere in the 2/3 to 3/4 HP bonus of regular plates to even be a consideration, or a majorly reduced CPU/ PG demand.

This cannot possibly be intended if you are indeed correct. Negative effects do suffer stacking penalties, this is usually caused by projected negative effects from an outside source (getting webbed, damped, or painted by multiple targets), but even then they are prioritized by the largest effect first, with smaller effects being penalized more. Adding a plate with a 1% or 2% movement penalty should never, under any circumstances, make you faster. You're either wrong about how this is working, or this is a significant bug.
