Like i said in many other posts, i think the key to balance armor vs shield is to add a penalty to shield. There has been many suggestion on various topics on what it could be (radar signature, bigger hitbox, etc..-¦
But the real key would be to tie a bonus to reduce those penalty depending on the suits : - Say Amarr and Caldari suit get a -5% to shield and armor penalty per level - Gallente -10 % to armor penalty - Minmatar -10% to shield etc..
The purpose being to make dual tanking less interesting as at the moment it mostly favors shield user with the ferroscale and the reactive plate added to the main shield defense that is penalty free.
With such a system, you could in fact raise penalties to in fact have them lower that what they are now while skilling up.
Another possible way to look at armor penalty would be to lower base walk movement of the armor oriented suit and NOT have the penalty applying to this specific stat (so sprint only). That way, you can actually compensate for the penalty (which you cant now due to the fact there aint no module to buff back base speed)
To sum this up, you should have two clear profile :
Shield : makes you glow, medium buffer to HP, high regen rate Armor : makes you slow, high buffer to hp, slow repair rate |
