Starting out, survivability is more important than extra dps so again... extenders not light damage mods. practice using cover a lot, learn to circle strafe, and learn the maps so you know where your potential enemies will be coming from (usually behind you) and learn what you can and cannot kill. hit from the flanks and ... aim. Do not hold the trigger down when you are not aiming at anything (sounds dumb... but remember it...). Fit equipment and use for your team's benefit as well; if you are a newer player you want to get nanocircuitry trained up so you can use K-2 nanohives; basic injector so you can pick up fallen comrades is excelletnt as well especially if you are a TAC AR user (do not need ammo as much). Don't forget grenades - Packed AV works wonders on militia LAVs and tanks and flux can save you against proto caldari assault/logis.
... Pay attention to your surroundings and play tacticall - audio is a big queue that can save your life - and don't rage on comms. Speaking of which, get into a decent corp/squad, get on comms, and practice effective communication and movement as a unit. Try to follow the "We Were Soldiers" training program of "There is ALWAYS one more thing you can do!" and always be moving, checking corners, laying down nanohives, throwing grenades, etc.
