The posts being read has never been the problem.
The problem lies mostly within CCP not encouraging the designers to engage the community themselves, using the community team as middle-men instead. No matter how good the community team and the CMR process are... This will always be an un-ideal feedback process.
Though, ask yourself this : Reading the forums as a whole... Do you see a whole lot of encouragement for activity? Granted: The forums would be a whole lot less 'toxic' if the designers would talk to the players, and the game would be a whole lot better off. Yet, taking one glance at the forums, can you blame anyone who isn't a masochist for not bothering to take the plunge?
It's a catch-22. The forums wouldn't be (as much of) a cesspool if the devs would just interact and feed the community with the engagement and attention they are desperately craving. Yet, that very cesspool is one of the things that keeps them away. Face it, while there are a few awesome posters... The majority of us here on the forums went full tard long ago under the mistaken premise of 'trolling' (Hint: If you need to make yourself look like a moron or be obscene to get attention, you're not a troll. You're just a moron.)
Coupled with the people acting out over the general over-moderation of the forums (Which again, is a result of itself in a vicious circle)
Basically: If we want to see CCP employees WANTING to spend a lot of time on the forums and not posting the bare minimum because their supervisor told them to... We need to make a conscious effort as a community to stop going full tard over every little thing. We need to show CCP that discussions with us with actually bear good fruits and help the game progress into something we all love.
It's safe to say that after all this time, CCP's not going to make the first move here. As a community, we need to police ourselves and grow the **** up. Being assholes to CCP has done nothing but drive them further away. We might be pissed at CCP, and with very good reason to be pissed at CCP in most cases. But... if all they see when they look at the forums is a bunch of entitled, whiny, impertinent brats... That's exactly how we can expect to be treated.
Instead, Help show CCP that we're mature, capable of holding reasonable and productive discussions, and that actually talking with us will improve the game by MILES more than they would've done on their own by excluding us from 'the process' until it was time to spoonfeed it to us. Fact of the matter is : If someone likes you, they're far more likely to engage with you more than their job requires, because they actually enjoy it.
