I'm going to say that all the other development problems have stemmed from that, since DUST has been, technically, in development since they began working on the full-body graphics engine for "walking in stations/ambulation" expansions for EVE Online around 2006 when they first started releasing a few engine demonstrations.
Because it was a dual-purpose development effort, when they ran into the problem that the Carbon Engine couldn't run on the PS3, it crippled both the expansion development and set DUST development back to near-square-one, and now their development teams were split between two very different projects instead of jointly working off the same engine to combine the projects.
So, in the end, we get what we have.
They *might* have better leeway with expanded PS4 capacities for redeveloping DUST 514 for it on the Carbon platform, but even if they were to do so, they've already committed assets and resources to the PS3 release. They need to keep it afloat to make up for the loss/cost, and base that on whether or not they're going to evaluate feasibility for a PS4 release, now that it's obvious that long term PS3 support will not work to their advantage. The fact that they even dreamed of running Carbon on the current consoles bear witness of their poor understanding of their nature.
It's definitely the right thing to run both games on the same engine. They probably know their own engine better too. Too bad it didn't work.

ccp have a long roadmap and will most likely stick to their plan, although I read they are going to change the roadmap slightly and bring about changes to the core mechanics first instead. Although they should have been solid even before Uprising.
PS4 won't kill DUST if DUST is on PS4 but who knows. I'd like to come back to this game on a new engine on a new platform and have it thrive like it should do. Maybe they can to what they originally had in mind on the PS4. Although a bit late. I think Carbon will work a lot better on the PS4.
But they better work faster because...
