There is a bug in the tank active modules, when they are idle they use the same amount of my power and cpu resources as when they are active.
It's 514 centuries into the future, dont people care about power saving any more? |

Yes, the PG and CPU is required to be able to fit them to your vehicle. Being active only means you have to manage when you want the benefit.
You see, that is the trade off:
PASSIVE: lower bonus, but on permanently ACTIVE: higher bonus, player must manage them manually.
That is the choice you must make. You can't overstuff your tank with active mods saying 'I'll only use one at a time' because the balance isn't built that way. |

The balance should be built that way, its an active module, to me that means when its active it uses resources, when its not active it doesn't use resources. So this is a bug not a feature |

it is not a bug, as CCP intended it to be built this way.
I would rather NOT have to manage my PG/CPU for active and inactive modes, and to calculate which can be on and off at a given time, I would rather be able to activate all of my modules at once, to survive a conflict |

The modules have a built in capacitor and onboard computer, meaning they always draw the same amount of power and CPU from the main power components and computer |

right capacitors.... and exactly right an on board computer that does not go into some idle state when it is not doing anything because in the future people no longer care about saving power
hence the bug, if it isnt doing anything it should use as much power as when its doing something, where is this power going that its using while its doing nothing? |

You are wrong.
I asked a friend who has degrees in hydromagnetic physics and mechanical engineering. He plugged a meter into the energy system of one of my tanks and we confirmed that energy is not used in full amount when the module is idle. Check your numbers again please.
What we did confirm is that the energy management system reserves powergrid and cpu capacities for full usage of all modules in parallel even if they are not running. |

Only if you manage to alter the whole design of the vehicle and its components and rig some safeguards and I know I wouldn't want to pilot such a vehicle. |
