 Basically the item would be an equipment slot, that is deploy-able much like a drop uplink or a nanohive.
 The item when put down would appear on the minimap (much like a drop uplink) to enemy players, and
 would every X seconds (based on model / meta level) would scan and display all hostiles in Y Range
 with a Scan strength of Z.
 
 There could be different variants that focus on improving one of Scan time delay, Scan strength, or Scan Range
 at the cost of the other two, as well as general upgrades along std-adv-proto.
 
 The item would have low hp, and would have similar fitting costs to a nano-hive. Skill wise it could be
 a skill that requires Active Scanner (or whatever skill the Active Scanner requires) at 3 to use.
 In addition that skill (which allows for different levels of use) it could also have another skill which
 increases scan strength of all models by 2% per level.
 
 TLDR: Deployable Scanner that appears on hostile map, and scans around it every so many seconds. Low Hp.

 I think Tribes 2 had something like this. I remember people modded them a lot, but I think there were some that detected people, some vehicles, and some would detect cloaked folks too.
