HUGE delay before responding to any of this. CCP keeps tweaking and adjusting these "little" thing without our knowledge but I will state the following until I'm corrected, again:
Modules WORK but their benifit is minimal despite numbers because the actual real-world benefit is not something people generally notice, such as scan profile, scan precision, etc.
These are CQC skills. They work across Field of Vision, not circular radar.
Anyone thinking these will benefit their sniper is missing the point. These are skills for ninja scouts and CQC assaults who want to pick up enemies ahead of them whom they are sneaking up on and to likewise not be seen through walls by enemies checking their 6. |

I'll bet this thread's going to see alot of use in the next few days.
Anyhow, hypothetical for you, OP ...
Let's say a Scanner's Precision is rated at 28 dB. Now let's say a Scout's Profile is 27.54 dB (rounded up to 28 dB). Will the Scout in this scenario be picked up by the scanner? |

My heavy (sentinel) uses its high slot for an ADV Precision Enhancer. That gives me 47dB like you have there, but I don't really notice its effect because 10m scan radius. Now with the patch things will get interesting with the removal of tacnet team shared vision which is the reason you always see reds in your radar. Your heavy scan profile is 60dB when the correct one is 65dB btw.

Oh wow. Good to know. I had been wondering about if these modules would affect a sniper. Kinda depressing though because I'm finding more and more snipers are sitting at the optimal range of being rendered, meaning they can see us with their Tac Sniper rifles, but we can't see them due to bad render distance.
In any case, I'm starting to see a couple of people start to run scanners. One instance I've noted the message notification was changed:
"You have been scanned!" - This hasn't changed, however..
"Scan attempt prevented!" - I believe this one is the new changed notification.
In any case, shorter messages = better for us.

if you snipe, dampeners are good right? I think they would be. Sometimes I spot some guys but teir chevron doesn't appear. Sometimes when I'm in scope, I scan the area and then a sniper appears with the chevron. I hope dampeners are coming into play now. |

I haven't heard dev explanation of how weapon spotting works. Regardless, only the person spotting you will see your chevron now, unless they are the squad leader and can target you. And if that is the case, more HP probably would be better than dampeners. |

important differences being:
scouts can passive-scan light frames. light frames cannot scan scouts. (by default)

That's not quite the case. It's a matter of skills- someone with skills in scout suits will not be passive-scannable by light frames by default. However, the dragonfly scout suit IS passive scannable by light frames, because it requires no scout skill and therefore does not require that -5% to profile to be used. |
