I have reason to believe that the respec that we all petitioned for is implemented, there will be no more respecs.
The most common question/complaint I see regarding SP refunds is will we be refunded when the new racial suit variants drop. For example if you specced into Amarr heavy and you want to be Gallente, do you get a refund or a respec. Well the way I see it CCP left themselves an out by making the "basic" tier. With the basic tier you can drop your SP into it and still use the suit you want without fully committing to a race's specific dropsuit. For example if you want to be Gallente Heavy, spec into the basic heavy frames and DON'T spec into Amarr Heavy Frames. Starting to see my point? CCP can simply say something like "the basic tier allows players to utilize dropsuits without specifically committing to a race's specific variant, therefore it is up to the player to decide if he/she specs into a basic frame or fully commits to a race specific frame.
I don't know if I'm coming across clearly, but basically the basic tier is the buffer zone before full committal to a racial suit variant therefore making how you spend your SP on you. |

Opt in Skill Respecs have not yet been implemented. When they are you will notice a nice bump in your ISK wallet and available skill pool and a distinct lack of trained skills. Your theory is flawed. The reason being, that all the suit frames are broken by race. For instance, all the races have a medium basic frame, then the specialty roles (logi/assault) with the extra bonuses.
So based off the current structure, we should see the Caldari basic heavy frame, Minmatar basic heavy frame, Gallente basic heavy frame, and then there will also be the racial variant that contains the bonuses...
Hopefull we will be refunded our dropsuit SP whenever they do release racial heavies. But I wont hold my breath. |

Bullshit , dropsuits are x6 skills, that's like leveling up battleships in eve but instead of 4 skills each new battle ship introduces newskills for each single one. Its sstupid.
If you maxxed HAVS but wanted a minmatar tank its not the players fault ccp released the game while still in beta phase. They justneed to release everything left at once all racial lines in one big patch , one last respec and bam ten years of NE respecs, simple |

I think you may want to read over the DEV Blog again. I'm positive it is saying that if you do not apply for a respec by May 31st you will not receive one. Which tells us nothing as to when the other dropsuits will come. If I apply for a respec now, and receive one BEFORE the other Dropsuits are added it does me absolutely no good. |

Then how about me? When I specced heavy into calderi/galentte Drop-Ships but really only wanted lets say, Amarr?
There currently is NO amarr DS skill and so if I want to play DS I need to spec these things or wait a year for the other ship models to get made.
Surely I should get a partial reallocation based on that? |

i would very much like this to occur. but ONLY the corresponding dropsuit skills get refunded. THAT'S ALL. and only because it's putting in ostensibly missing features. a full skill respect should be a one time thing, that is, just now |

Considering the time limit to request a respec it will probably be on the 1st or very soon after, otherwise why would they limit applications for it to May 31st? |

Eve has grown and operated in expansions. Thus I would forsee Dust also growing with expansions every 3 - 6 months. In one of the m we may see more heavies, in another new dropships, tanks, or the MAV. If the basics are in place there is room to build. Currently the basics are being worked on, tweaked, and corrected to give a basic FPS with many options. The game is not perfect - they rarely are - but it will grow. That is what we are signing up for, an expanding game in an ever expanding universe.
We may see the alternate race heavies as an expansion or just as an update. Uprising was an update that while offering new dropsuit variations also offered specialization. Not for all classes or roles, but for some. We can only expect to see more as time passes. Therefore, with the optional respec skill into something without specialization if you want to wait for more packs. The basic frames only lack the specialization bonus and the race bonus. Essentially they are the frames from Chromosome (not exactly but close). Go with basic heavies or basic medium. Certainly some options will not be available to you because of your choice, but the game will be growing every year. Save up your SP and wait, or spend it all on one character, make an alt and just passively gain until new stuff comes out.
It is not what you want to hear, it is not an easy choice, but it is the most informed choice you have available to you, that we all have available to us. For me it is the new equipment that will be coming out for Ewar things, active modules, deployable shields, etc. Do i take all my work and apply it to my skills as a logi bro or wait? Spend it now, to have something to work towards in the future. Or i can build up a pool of SP for anticipatory needs... I'm the guy that spends it all now to get an edge now. So i guess the greater question is who are you? Good luck, sorry there is not a better answer. |

First off all future cases will be a case by case scenario as best considered 'fair' by CCP.
For example if they reduce the multipliers of a skill they will give all the excess SP back instead of telling you to screw off and say you lost SP.
Expect the future of full respecs to be very unlikely unless they redo the 'ENTIRE" tree again.
In the case for example of the amarr suit chances are they're only going to refund the specific suit's skill so you can easily change the race.
Or in another case where they had one skill that was very intensive to train into (for example MCC Command) that allowed access to all four but then later they break it into racial ones they may distribute the new skills at a level you already spent at.
However as I said before CCP will take every case individually and do what is best, they're not going to refund of skill points just because they added a new grenade. |

this sounds about right for ccp considering how they handled similar situations with skill changes in EVE although dust is in a bit of an awkward position since entire classes of suits are still missing. it's like if there were no minmatar, caldari, or gallente battleships so everyone just went with an Abbadon even if they wanted the upcoming Rok. suddenly the Rok, Maelstrom, and Thorax appear in eve, but everyone's flying an Abbadon, seems fair to refund the racial battleship skill SP |
