They will post when they are making the announced changes to the skill tree. At that point you can submit a support ticket requesting a respec

BTW you need to ask for a respec not a reset. If you ask for a reset then you will go down to the starting 500K SP. |

You should read the announcements in order to find out the latest news and changes in the game. Now, please read the 'Optional AUR/Merc Pack Account Reset + Skill Point Respec' and follow the instructions that we have explained in there.

That said, most will care about the respec, I think. I still feel like having an optional respec on characters that have no more than, say, 3M SP should be allowed once (because it takes a while for people to figure out how skills work and what they want their role to be). But, I know how EVE works so I understand why that's not likely to happen.
