Hey guys.
The black borders are not a bug. As mentioned by JX1, they are a way to improve performance, and allow the game to be rendered at 100% resolution. Before Uprising we were rendering the game at 85% resolution, which made textures and other aspects of the game blurry. The evolution you guys saw with the terrains, is being made on the large, medium and small components (the buildings and other static meshes on the terrains), so please expect flickering and aliased textures getting dramatically improved over the next few months.
Anyways, how much of the black border you see depends heavily on the type of television you are using, due to them having a plastic border that covers a part of the screen and not all TV's are the same. This is why console games, and DVD movies have safe areas for text and other important elements. If you have your PS3 hooked up to a computer monitor, you will see the full size black bars, since those do not have the overlapping borders that the TV's have.
We are constantly improving the rendering engine and over time we will be able to reduce the black borders. For now, we need them.

This is both systems hooked to the same TV same HDMI cable and same display settings. This bug just hit me tonight at 9:40 pm est.
Now that is strange. I'll ask CCP Photon to respond (he's our rendering architect).

Hi, I'm CCP Photon - rendering architect on Dust 514.
CCP Praetorian did a very good job describing why we chose to go with the black bars - he also mentioned that we do aim to further increase performance and visual quality, and would also aim to remove or reduce the black bars.
Currently, our rendeirng pipeline is set up to always render the black bars in 3D scenes and so they should always be present in any 3D scene - however, the black bars will be more or less visbile depending on the output resolution and the TV and TV setup.
It's good to get players feedback on the graphical changes we made for the Uprising release, and this feedback has been noted.
