I have both the Raven and the Sever.
The Raven is nice to have for when you want to run an ultra cheap suit. The Raven was a great thing to have for when I was just learning the game and was dying many, many times. I think the Sever is really worth it. Unless you are REALLY going to boost the hell out of Logistics, the Tier 1 is more than enough to have some fun running around with a Spawn Pad, Health, and Ammo and collect War Points.
I say stay away from Militia BPO. It won't save you much ISK having Miltia gear and you will want to replace the Militia gear sooner rather than later. I think the Raven is an okay buy but I do not regret getting the Sever at all. Just my two cents.

Well, let's look at the price for Militia Gear:
Shield: 450
Repair: 590
Plates: 410
Nanohive: 480
Drop uplink: 1,240
Nanite Injector: 690
Assault Rifle: 690
Non Militia Logistics I: 8,400
Assume a Sever with 2 Shields, 1 Plate / 1 Self Repair, 1 Assault Rifle, and a Uplink, Nanohive, Injector. Going all Militia BPO with Sever vs Regular Militia with Sever works out to saving 5,000 ISK per death.
5,000 ISK per death for as long as you run with them for 55,600 Aurum. Because of that, I think just spending the 19,800 on a Sever is far more economical. Of course that is only when using Logistics. And I honestly doubt that most people would spend that much Aurum on Militia BPO.
Don't worry too much about money. Work it out like this:
X * Y < Z
X is the price of the suit, Y is the most amount of times you will die in a match, and Z is the average cash you make for a match. An Assault Type I with 2 M Shield Extenders, 2 M Plates, 1 M Nanohive, Basic Locus Grenades, and an M Assault Rifle costs 11,090 (4,290 with a Raven) ISK. Assuming you are going to get at least 150,000 ISK for an Ambush, you can safely die 13 times and still make a profit (34 with a Raven) . Of course you are not likely to die that many times and you are more likely to get 170k+ but that is the calculation I did when I started: I just assumed I would never die more than 10 times in a match or dying 10+ times would be so rare that the times I only died 6 times would make up for it.
