freighters without cargo are simple ships they can be operated with a crew of 10.

Escape pods are also a thing. While the first freighter didn't die slowly, it didn't die that quickly. The second one took forever to die. The longer it takes a ship to get through armour (if it's shield tanking) and structure, the more people get off alive.

Not to mention they were filled with protesters. So even if it's going to be capable of carrying a full load of people, it makes sense that they only got x number of protesters and that's what they flew out with.

I would also like to note that don't put all your eggs in one basket. Also that these freighters may have had multiple destinations and thus where going to shuttle their respective protesters back to their home systems/stations.
