This is exactly the kind of situation that brought Heth into power in the first place. And now he's stepping all over the people who were once his most ardent supporters.

Oh well, I can't say I'm sad to see the State in turmoil. My family on Luminaire would be proud to see me now, I can tell you that much!

The Caldari People are free to work as hard as they please for as much as they want to attain - so long as it's peaceful and in their own empire. They betrayed that peace whenever the State Protectorate invaded sovereign Gallente lands, right up to our homeworld. We Gallente are all for culture and peaceful amends, but as an Intaki I am not so willing to just drop past grievances. Rest assured, they will pay for their capture of Intaki and likewise it's selling, if not by the Federation than by people like me.
