Requires a new build, matchmaking was something small CCP Nullarbor could deploy while he's in iceland.

I agree but the thing is there is no reason for a corp to own a district now, and that my friend is the big white elephant in the room.
While the community is full of ideas what districts can and cannot do the problem is it does not exist on code yet.
It would not surprise me if there is a room with two boards and a camera/projector in the middile. One whole white board full of this idea right now in the CCP shanghai office and on the opposite side a project image of what CCP Iceland is up to on their own ideas. This is something they want to get right the first time long enough before having to revisit again.
While you may think its a simple brain storming session this is deep level impact stuff. As in several expansion impact stuff.
Warbarges? Who builds? Who flies? Who owns? Space Elevators? Why should I build a factory mercs build on the spot instead. PVE, PVP, War declarations, free form contracts, free fill contracts, merc ratings... the questions involved goes on and on and on, and it is such a massive feature that every answer to every question would almost require an entirely brand new feature to be developed from scratch and put together, tested, then deployed then observed as other systems come online. |

Lets get in faction warfare in first. Get it solid, and lets make it the test bed and spring board. FW would provide an excellent environment to set player owned districts up. |

well... there is the salvage system... fitting system... suits and vehicles... missing electronic warfare though. |
