If I did not receive the SP bonus on any character, my only remedy is to petition support by email?

CCP is generally good at petitions regarding tech screwups, so you should get it resolved shortly. And if you're too lazy to precious to file a petition/bug report on a game in BETA... well, you don't deserve the SP.

Sent in my petition and received this response: "According to our logs, Perseus Gallento received the extra 100.000 Skill Points on the 21.01.2013. Should you have any further questions regarding DUST 514, please don't hesitate to contact us again." I remember having a larger unallocated balance of skill points after the extended PSN downtime (about 2.5 days), but I guess I thought those were my accumulated 1.5x passive skill points. I was also confused due to thinking the award would come on the 22nd after Open Beta release. Case closed.
