Speaking from a commercial angle, consoles are a highly commercial media. Console players expect finished products on release. This mentality is hugely different from the world of PC gaming where ppl often gravitate to the DIY and indie projects that sometimes undergo long years of evolution after release. When people say things like "hey look: EvE itself is just a beta that has been going for 10 years" I believe this irritates most console players to no end. As a console player I dont understand the concept of a game that's a never-ending beta where no one has any thought of what a finished product is supposed to be. I am not even talking about the idea of charging ppl money for this experience.
Summary: the game is not ready for public beta mostly because of a lack of content and not so much because of the current technical bugs. I predict that this 'beta/release' idea will be a disappointment for all involved parties.

Folks like paying for custom/vanity items in every game.
As far as game content its also under production but please bear in mind that Dust 514 has major advantages over MAG:
Funded by EVE versus MAG that was kneecapped in funding.
Free to play versus MAG that asked for a 60 dollar entry ticket.
DLC/merc packs that folks buy versus MAGs DLC that folks went meh! about!
