You can still counter them by staying far away, pull out your long range weapon of choice, and pick them off from a safe distance. Heavys are slow, you can out run them and hide quicker then they can walk. There's no need to restrict something because you can't manage to kill them in 4 or 5 shots.
Either wear something that can tank the damage, move out the way and try again, or pick them far far away.
I would like to restrict Scout suits from fitting shotguns...but I can't, so I deal with it and be a smarter player and think of a way to counter it or not get into that same situation.

Running away won't help but to delay what's going to happen. You both have the same max range, only he has more health. And no, I don't want to rely on the snipers in my team who seem to not be able to hit a fricking stationary heavy.
Seems like you have trust issues... and lack of tactical awareness... Both are necessary if you're willing to spend hours and days and years on this game.
But that's okay, we all have our flaws at one point. In all honesty, I hate seeing heavys with ARs or other means of weaponry. But I can't do anything about it...he/she wants to use them, that's fine, I'll get the objective a different way. These are the tactics I use to prevent lost of assest. I'm just simply sharing them with you. |

I will share mine: get behind a rock and play with him the "circle around the rock" game. Use bug bites to remove his shield and then a nice grenade should do the trick. (Even better if you hold it and kamikaze him)
Cool, i'll remember that one. Sounds like a good way to take out almost anyone. |
