Most of the time the scout will be getting surprise close-up kills with the SMG. However, when the squad encounters an enemy sniper he'll switch to the sniper rifle and counter-snipe.
Another "on the ground" sniper tactic might be: you've capped B and are moving to C. The scout is keeping an eye on B, and pops any reds who go for the re-cap.
The "in the hills" sniper will be part of the support squad with the tank driver, dropship pilot and dropship gunner.
There was a FPS I used to play... I forget the name, but they implemented a limit on every role. This limitation only allowed a certain number of players to be a Sniper or Assault class for instance. I feel this could solve some of the '5 snipers on a hill' effect people complain about during matches. It worked in that game atleast...
But now that I think of it that could be disastrous.
Dust 514 players spend their SP to effectively use their particular combination of equipment, dropsuits, etc.. It would be frustrating to be a fully-skilled, fully-geared Sniper and join a skirmish only to find you are stuck playing a different loadout due to a cap.
As of now, if players spend their hard earned SP to play as a Sniper then let them play as a Sniper, however that pans out. Until the chat system matures, as mentioned, it makes it difficult to coordinate with the rest of the team about enemy positions or objectives. This renders a sniper useless in the grand scheme of things as they are generally heard, not seen, by design.
It would be nice to see sniper's using a loadout that incorporates some recon or other "on the ground" tactic, as mentioned. Perhaps fitted with those respawn point units (the name escapes me) placed behind enemy lines or some other strategic position, in addition to being skilled in for extra stealth and mobility.
I hope you're right about next year.
