PS4 architecture is PC based (AMD APU) as opposed to the current CELL based PS3. Unreal Engine 4 will run quite happily on a PS4, so it's highly likely that there will be two clients for Dust, one UE3 based for the PS3 and one UE4 based for the PS4.
All that said, it's also possible that CCP's current engine (Carbon) could run quite happily on a PS4, so it's also possible that the PS4 will get a Carbon (or newer) based client instead of UE4, that is pure speculation though.
CCP's single shard server architecture means they can effectively have as many different clients as they like, for as many different hardware configurations as they want to push Dust out to.
I suspect the actual reason for running UE3 on the PS3 is that they may have a "Free License". this is because UE3 is FREE to develop for NON-PROFIT software. Seeing as Dust is FREE TO PLAY it may well be that their license for UE3 is FREE, they monetize by selling AURUM, which is obviously not covered by the free license of UE3. It's a very smart move if that's what they have done.
Please don't lambaste me for any inaccuracies, I'm only speculating, but as an Indie Developer (and ex-IT bod) I know a "little" about licenses, hardware and stuff and have looked into UE3 for a few projects. |

1) it runs fine on the PS3, the main problem is balance which takes 90% of dev time
2) release date is "early next year"
3) there are plenty of spec sheets around (AMP APU, 8Gb Ram, Blu-ray, etc), also PS4 dev kits have been out in the wild for a while now. |
