Tears?
Try using the non-Militia swarms. They have the wonderful ability for their rockets to make 90-degree turns around corners. Also, by planting yourself on a hill, you'll notice you can snipe vehicles from half a map away with them. It's one reason I've gone all Dragoon and pack a Sniper Rifle on my driving fit. As it stands, Swarms are really a pain to deal with due to their near-perfect accuracy against tanks, high damage, and ability to lock on from stupid ranges. Reducing any one of those, or simply giving us a "Lock-On Alarm" would be fine to bring them into balance. I favor the latter approach.
Forge guns are also potent but more of a 'tank ambush' thing. They have the advantage of confusing newer Tankers or those paying less attention as you will slam them with the first attack and they will be like "WTF" before you pop them with the second. Even experienced drivers will be wary of the things, and you've stolen the Tanker's initiative at that point because he always has to worry about you, whereas you can get on a hill and start sniping LAV's, Dropships, other Tanks, other Heavies, etc. I'm totally OK with the Forge Gun. It's powerful but balanced.
Shield/Armor rep won't save you from an Orbital if they center it on you. If you HAPPEN to be moving at the same time, you will escape with about half your health. If you've stopped for whatever reason, you can't get up to speed and away in time. Actually, will be testing this with the new 'torque' modules and speed boosts to see, but even if that works it leaves the armor tanks out in the cold because they, by definition, move SLOWER. And then, the game being what it is, they can just call down another one a few seconds later if they have boosters on their team. So, what is effectively a 'free' attack can kill millions on ISK with zero effort on the user's part. Heeeey... that sounds TOTALLY balanced, right? Err.... except it counters everything else in the game, too. LAV's... campers... snipers.... hell, you can call it down whenever, even on your OWN HEAD as it somehow magically obeys Friendly Fire rules.
