I do hope this is not too complicated as a solution, but as I see it this could actually fix the most severe problems the game currently has.
1. SP farming and how to get rid of it. Remove SP rewards from the losing team completely. This will force SP farmers to fight in order to win the battles instead of hiding in the back alleys. To win is to make contribution towards achieving the actual goals in battle. Sure this will mean that the skill SP costs would need to be greatly reduced as the SP gaining rates would come down. SP farmers hiding out in back alleys on skirmish maps are not taking part of capturing and holding objectives and hence the team with farmers will most likely end up loosing. No SP for the losing team = no farming.
2. Fixing the ISK payout. Announce the ISK rewards before the battle, have several different level battles available in which the contractor can set the minimum level for dropsuits that are allowed into the battle. So for instance if the ISK payout is 50k per combatant that would be then be open battle for everyone. For higher level battles say 150k ISK payout the contractor could set up that the combatants need to have minimum type I dropsuits and spawning with anything less would not be allowed. Fixing the cost and announcing it before battle the players then can manage the risk level which suits they're willing to put in harms way in order to win the SPs. Also fixing the cost before hand and limiting the allowed suits will guarantee the contractor that the mercenaries taking part in the battle will be at least certain level thus guaranteeing them some quality of service. |

There's still the passive SP gain for leveling up if you don't manage to get wins. However the second point, fixing the ISK payout, is the balancing thing on the scheme I'm proposing. When the ISK payout is low, only low level suits will participate and thus giving the entry level players the chances they need, for I don't see anyone participating on a battle paying 50k ISK with a maxed out protosuit that easily costs a few 100k. So overall balance is reached when new beginner come into the game with the low level payouts while the more advanced players stick with the high payout battles with their advanced gear.
*EDIT*: Another solution is to have equal fixed SP relatively low reward for each member of the losing team. |

Knowing in advance how much the battle will yield ISK is the way it should be. The current is not a model for mercenaries. If a contractor wants to hire mercenaries he certainly wants to know the cost in advance and similarly the mercenary wants to know how much he/she will be paid before diving down into the battle. Hence the ISK payout should be known in advance and similarly the contractor should have the option to choose at some level what type or how advanced mercenaries they're hiring for the job. Having the ISK payout tied to the amount of ISK value thrown into the battle is just awkward and wrong. The bounty needs to be defined before hand not afterwards. |

I've given it another round of thought and think that fixing the SP reward for losing team members to be 5k should be ok. For the winning team the SP calculation formula could be something like this
5k + (player WP/team WP)*(opposing team total SP)/(50)
So the SP reward in a 32 player match could be something like this: Opposing team total SP: 16M Player WP: 900 Team WP: 10000
5k + 900/10000 * 16M/50 = 28,805 SP
Where as every member of the losing team would receive the 5k base SP.
Fixing the losing team SP would effectively remove farming as it would not yield any benefit over the other members of the losing team. |
