This is only a theory because I have not actually been able to see the vehicle models in a 3D development engine like Blender. However, am I going off of what I've witnessed time and time again when i fire swarms at a tank that's JUST above level.
They do it because they're targeting the vehicles center. Now before you go off and say " BUT THE UNDERSIDE IS NOT A VEIHCLES CENTER!111!" You would be wrong. The center of an object in a development engine can be moved by the developer at will. When it comes to a FPS, the center of vehicles NEEDS to be at ground level. This ensures that the object is able to stay firmly planted on the surface, and wont get stuck hovering 50 feet in the air, or sank half way into the ground.
CCP has probably made the center of every vehicle the homing beacon for swarms to rush to when fired, Which is actually a bad developer choice.
"But Mr. Kade, how does that make sense?"
I'm glad you asked Timmy. It's bad because it screws with homing weapons. They way to fix it is to add in a second center! How does a developer go about doing this? Simple! It only takes a few clicks, and you can spawn one in instantly!
All that needs to be done is have that center, or empty (that's what they're called in blender.) Place it in a logical area where swarms can get to it easily, then parent it to the vehicle/ object. After that, just code it the same way you coded swarms to target, and fly towards the original center.
After that, re-import every vehicle into the game.
There, done! swarms are fixed! :D
BTW, EVE does this too, but EVE is not affected by obstructions like a FPS is. |

One can only hope it's that "easy" to fix. |

Ideally, homing/scripted weapons would be able to target the nearest anim/fixed bone in line of sight to the incoming entity. Doing so usually eliminates issues with obstructions being present on any side/top/bottom of the target. Additional bones present for things like turrets/modules should be potential targets as well, but details, details. |

i know they fly to the bottom of installations. also, whats up with the way they fly? sometimes directly left then straight and there is nothing in my LOS but because it wants to go left first they all smash in to stuff? i think swarms need to be a little smarter in general |

i saw a DEV post about how swarms will now fly at the object and not the person operating it... presumably they were talking about turrets, and how swarms hit the dirt at thebase of them... not sure... might be relevant

The description lists random coarse changes as a feature. It is a pain now, but may serve purpose once the active countermeasures are added. Dev mentioned them, no indication what they are. In real life, some tanks have active defenses to shoot down incoming at weapons, random changes could make this less effective?
The second center sounds like it could be a fix, hope you are right and solved issue. +1 |

If this is true it would explain why swarms fired into the air can't hit a hull-down tank. |

If swarms did a top down attack they would be far more effective tbh |

One of those odd occasions where I prefer the BF2 / BF3 approach. Their implementation of the real world Javelin is exactly what I want in an anti-tank rocket. Great electronics and range, Comes down square on the soft spot. |
