The reset requires about 15 seconds of holding the button in. (a bit longer if the PS3 is bogged down with useless data at the time) I think it took me about 25 seconds once to turn off the console after a freeze, but it still worked.

I know what it means, I held it down for a quite a long time while watching tv and never got a response. Tried several times before going for the plug, since it's the last thing I wanted to do.
