The fact of the matter is, most players that want to be "Hardcore" and actually involved in the spreadsheets, and politics, and economy of the EVE universe, are probably going to be the ones using KBM. The ones that want to casually play for rankings on the leaderboards, will be the ones using a gamepad. This is a generalization, possibly a stereotype, but it is relatively accurate and there is no arguing that. There will be exceptions to this.
Now, what does that mean? Well, the spreadsheets, and politics, and economy, will largely be in Null-sec, so all the "Hardcore" KBM players will be out there, fighting wars, and negotiating, away from those on the gamepad. Sure there will be some gamepad users in Null-sec, but I would be willing to bet they will be all of the Pilots - tanks, dropships, jets, LAV's - as vehicles are much easier to control with a joystick vs. WASD.
The gamepad users, will be in High-sec where they have already announced that a match-making system will be in place, so high skill (rank?) players will not be matched with low skill (rank?) players. All of the players that are using KBM in the match-making games, will probably be rated much higher than the gamepad users, and as such they will not generally get placed together, and this wont be an issue. Assuming of course that the match-making system works, and isn't absolutely random like in CoD.
Low-sec will probably be a bit of a melting pot.
Each control scheme will find a home in this game, and if CCP has to gimp KBM to help it find it's home, I will be very disappointed - mostly in the community, but partially CCP.
