Crew served weaponry would be so damn hard to balance at this stage of the game's development that it really would be a waste of CCP's time and effort to try to introduce them.

Personally, I like the idea of tank teams, DS teams, Spider teams, etc as they all make sense. But what you are proposing does not, instead it violates the lore of EVE and Dust for no real gain and a great deal of whining and crying.
