True that. Nova would surely boom on consoles: the only game which would be in direct competition with Nova would be Planetside 2, and it's not doing so well lately. For a couple reasons actually: it's a fairly old game and its gameplay mechanics require a huge number of players, so it's not even fun anymore most of the times. Nova would surely attract a swarm of people downloading it at day-1, since it would be the "other new free to play game on ps4" and possibly, if mechanics and gameplay are good enough new people would stick to it.
We must be honest, although on PC you have the freedom to do pretty much anything you want with the game and you don't have to worry about newer generations coming, about developing on older generations etc, you have a huge direct competition about free to play in general- and in particular on MMOFPS/Online Shooters.

Imo, It is real that the amount of players on PC is quite big, but it's definitely not bigger than console population, at least for now. If the trend is ever going to be different, that would be up for debate, but talking about todays situation, the PC community, even if exponentially growing, is still not "big" enough to match the dedicated gaming community on console.
I'll try to explain: if you look at raw numbers (I'm looking at them here http://steamcharts.com) Steam is the Heaven on Earth because it has millions of players everyday. But then if you take a look at what actually they play, you'd be surprised by a couple of things:
- A huge portion of total players play Dota 2. - Another incredibly huge part of them play CS:GO. - Steam charts are like a bit "on steroids": Everyday roughly 12 millions "players" turn on their PC but only 3 millions of them play any game. This is clear for whoever has steam installed: as soon as you turn on your PC, you're automatically connected to Steam, but you don't necessarly play any game. You do all kind of things on a PC, while we know for sure that anyone who buys a console can basically do nothing more than playing games.
Comparing always raw numbers, Call of Duty Black Ops III on PS4 sold 14.15m copies. These numbers are not on steroids, we can safely assume that 14 m people have been playing Cod on Playstation 4 at least once. We don't have official player count stats on console, but a glitch used to show how many people were online on ps4 and it ranged from 247k to 800k on weekdays...one can only imagine what happens on week-end. In a few words, there were many more people playing black ops III on ps4 than the peak players ever recorded on CS:GO.
Just a few things thrown into the mix that should be taken into heavy consideration imo.
