Fellow Immortals,
I speak to you now frankly and with the utmost urgency. I will waste no time with unnecessary rhetoric nor the use of words that have no translation outside of my mother tongue. I will speak as clearly as possible to ensure that my words can be easily translated across all languages throughout the cluster. In return I ask that you listen to what I have to say, and think deeply about what you choose to do afterwards.
Today, at approximately 11:00 standard time there was a TacNet shutdown observed by several members of the mercenary community. Similar glitches were also observed on the NeoComm interface, though public access to the GalNet (obviously) is still available. At roughly the same time, approximately 750 immortal soldiers were engaged in some for combat, mostly across the battlefields of Molden Heath. By either choice or circumstance many of New Eden's news reports have failed to comment on the events leading up to this shutdown, or on the events in Molden Heath that happened to coincide with these sudden errors. Many may just as easily blame this lack of media coverage on the seemingly far more important conflict in the North, however those in the intelligence community are already beginning to brand what has transpired in the last several hours as one of the greatest and most senseless conflicts in recent months.
Several days ago, bands of mercenaries began to amass in large gatherings across several planets in the region to protest longstanding rules of engagement upheld by the Thukker tribe that limit mercenary activity to specially designated "burn zones." After several hours of protest, many more organizations from allied mercenary clans began to converge on the location in support of the demonstration. After enough soldiers had assembled in these burn zones different groups with separate interests all began a series of demonstrations for separate causes, all with varying levels of violence and intensity. The congregation of these soldiers in the area, and the minor skirmishes between squabbling clans that followed, shall henceforth be referred to as The Twenty-One Gun Riots.
After the riots had continued for several hours, multiple capsuleers of various origins began to arrive on-station. Just as many had begun to suspect that the capsuleers had arrived in support of their demonstration, heavy orbital bombardment took place on a massive scale that has not been seen since the invasion of Caldari Prime. The cause for such heavy shelling is yet unclear, though theories abound from actions of loose coalition of anarchists to a covert operation in support of the Republic Fleet. What is known for certain is that the psychological and environment effect that the glassing of several planets surfaces' had was disastrous to the local populous. In my time as an intelligence correspondent, never before have I seen so many soldiers die in such concentrated numbers nor struck with such impunity. Following such heavy shelling, multiple smaller mercenary organizations began an all-out offense on many ill-prepared districts in an attempt to claim territory amid the confusion. It was at this point that the Twenty-One Gun Riots had reached it's zenith, and when the TacNet crashed.
At this point, there is no clear indication that this shutdown was aimed specifically at those soldiers that were present at these riots. It is known however, that these new errors seem to exclusively affect long time veterans and independent mercenaries that are not directly tied to any one empire. As this crash coincided with the regularly scheduled update sequence common in mercenary and capsuleer interfaces, these issues could just as easily be the result of faulty firmware updates or a wide scale crash due to so many implants operating in the same theater at once without the infrastructure necessary to maintain these connections.
It is obvious however, that such a wide scale shutdown ended the regional conflict in Molden Heath and several limited-engagement zones immediately. The ceasefire was absolute, and a momentary peace is currently held between vying clans until these errors are resolved.
As a survivor of Heth's Purge, former hunter of Templars, and one time member of the Templis Dragonaurs, I understand more than anyone else the horrors that immortal infantry brings into this world. I understand, because I have been an active participant in this unending nightmare of conflict. However, I recognize that the very same anguish that we bring to a planets' population is also our own. The events of the Purge, Operation Highlander, and now the Twenty-One Gun Riots must not ever be allowed to happen again. Therefore, among this peace, I call upon my fellow immortals for the enstatement of a new organization dedicated to upholding this ceasefire in Molden Heath for as long as feasibly possible. I have donated all ISK made available to me for the creation of this peacekeeping force, and I actively encourage fellow immortals to join me in this task of keeping the region safe and prosperous for years to come.
This is not a partisan issue, nor is this an attempt to forge an alliance of expatriates as in the case of the Arkcombine. This is an opportunity for different factions to come together and give peace a chance for the sake of all those that we have caused so much undue suffering.
Therefore, for the first time, I call upon all my brothers and sisters in arms to join me in the formation of the Bosena Accords. Together, we will look after our fellow soldiers and help create a world outside of this unending conflict.

As long as relief efforts are also coordinated for the civilians on the affected worlds it will be a step in the right direction.
I will provide whatever I can to help the cause, whether it be monetary donations, supplies or experience. Any and all support you can provide will be much appreciated, old friend. Even if you are no longer a cloned soldier, any man would be a fool to ignore your wisdom. It's an honor to have you as part of the team brother.
I can only hope that someday we can bring peace to Intaki as well. Though I may not acknowledge it often enough, it's my homeland as much as it is yours.

Thank you to all who have pledged to aid the Accords. I have updated our list of members to reflect your support, and I welcome you into this new and exciting chapter in the story of Molden Heath.
I apologise for my absence as of late. Over the last several weeks, I have been moving across the cluster attempting to lay the foundation for our organization. I have already moved a substantial amount of humanitarian relief into the area including food, medical supplies, vehicles, and heavy machinery necessary for maintaining planetary settlements. When I was not overseeing the transportation of these goods I was meeting with tribal elders and conducting battle damage assessment on military installations damaged during the Twenty One Gun Riots. That being said, I have good news and I have bad news.
The bad news is that most of the military bases previously built, managed, and occupied by the local mercenary factions have been damaged beyond repair following the wide scale orbital bombardment of the region. Several of these facilities were abandoned entirely with evidence of sabotage to prevent another faction from making use of any of the wreckage left in their wake. After seeing it with my own two eyes, I had a hard time believing that such rampant destruction were possible in such a short time. Many of the facilities (most of which were still reporting full operational capability and district ownership to satellites in space due to a software glitch) had been entirely razed and were no longer viable as a staging area for operations, much less as a headquarters for the Accords.
The good news, however, is that following this discovery I was able to report my findings to the DED, who are now aware of these destroyed facilities and of the software glitch present in the satellites that report district ownership to capsuleer interfaces. Evidently, similar issues were observed in the limited engagement zones split between different militia factions in the Pendulum War. They have updated their system to reflect this, and many of the planets in Molden Heath now appear devoid of district ownership by mercenary factions. In a small way, that means that we have already succeeded in demilitarizing the region so far as the empyreans are concerned.
